This study concentrates on the reality of urban planning processes. It takes no stand for or against urban planning, focusing instead on how policy is made in this field. It makes no attempt to determine what planning could do in the ideal sense, but studies what it does in practical terms. The work presents a theory of policy making based on the interaction of different organized interests. It provides important insights in the science of politics.
