Recent developments in Indonesia's PSP framework



"This publication is a comprehensive review on the Government of Indonesia's progress to establish an effective cross-sector framework for Public-Private Partnership
It covers recent developments on the policy, regulatory and institutional fronts against a general policy background defined by the Government's 5-year medium-term plan, the RPJM (Rencana Pembangunan Jangka Menengah)
It chronicles the development of the regulatory framework which is defined initially by Perpres 67/2005, and refinements to it through various ministenal decrees from the Coordinating Ministry for Economic Affairs, and Ministry of Finance Some of these decrees have been issued, and some soon. Perhaps the most significant of these is the decree on the Risk Management Framework for the provision of government financial support to PPP projects
On institutional matters, it is clear from this document that much remains to be done at the sector level. Each has to compete against the others for private finance. Those with a weaker private sector participation framework will likely find themselves less able to attract private investments.
The land issue is something that Indonesia needs to address sooner rather than later, if more public-private partnership projects were to materialize. This is essentially a socio-political issue, which needs the understanding and support of the public."
