A blue print for downstream oil deregulation executive summary
The new Oil and Gas Law, which was enacted in November 2001. mandated the opening of the downstream oil market that is fair and transparent. In this blue print we take the moves to free up the market as a given. Our concern is to provide a blue print for the best possible implementation of the new law. Any implementation of the law that is not reckless will take a substantial period of time. Over this period, market conditions will change and new questions will arise. For that reason, the blue print presented here is a very high-level plan. concentrating on the vital BBM. More detailed planning programs will be needed as implementation moves forward. There are many ways that a regulated/protected market creates problems for government and for the national economy as a whole. Indonesia has suffered in one form or another from most of these kinds of interlinked problems that market control creates. The new Indonesian Oil & Gas Law is a response to these problems.
